Editing PDFs With Preview
In short: Part of macOS. Fine for markup, signing documents, and simple PDF management; not a “true” PDF editor or creator.
Preview is an app that comes pre-installed as part of macOS. It’s a barebones document viewer, but it also includes a few handy PDF tools. Unfortunately, it’s not a PDF creator. You can’t design interactive documents or forms from scratch using Preview, but you can make rudimentary edits to existing ones.

You can’t edit existing PDF elements or create new ones, which means you can’t “edit” the PDF so much as annotate it.
Preview functions as a better PDF viewer than an editor. You can sign forms using its in-built signature feature, enter text into forms and save the input, and mark up a PDF with shapes, arrows, custom text, and your own scribble. These tools are easy to use and look great on the page, but it’s a far cry from a proper editor.
Some users report that Preview does not display its changes correctly in other editors, though I’ve had no problems arise from this when using the app to sign and return forms.
Editing PDFs With LibreOffice Draw

To get started, launch Draw and point it at the PDF file you want to edit.
Once Draw opens your file, it converts shape elements into fixed images which you can resize and move. You can also move or fill text boxes, though any pre-filled data will be lost upon import. You can add your own shapes and boxes, form elements, charts, tables, and so on.
The biggest problem with LibreOffice Draw is its interpretation of certain PDF files. The formatting can appear slightly off, with weird text kerning and style interpretation. It’s also a fairly limited PDF creator. Form creation tools are hidden away under View > Toolbars > Form Controls. These can even create working interactive forms, but the tools are far from advanced.

Editing PDFs With Adobe Acrobat Pro DC
In short: Pricey but complete, perfect for editing and creating PDF files from scratch. It’s also the only app on this list to include optical character recognition (OCR).
Adobe created the PDF, and it’s still providing one of the best solutions for PDF editing, creation, and all the basic tasks in between. DC stands for “Document Cloud” which should give you an idea of what Adobe is going for: a cloud-reliant subscription-based all-in-one solution. At $15 per month, the biggest barrier to entry is the price, though you can try for free before you buy.
For your money you get one of the best tools of its kind. Acrobat allows you to take the standard “desktop publishing” blank page route, but it’s also a master of conversion. This means you can design your document in Pages, Word, or even an app like Illustrator, then convert with Acrobat, add some PDF jazz, and keep it all handy in the cloud. You can even snap a picture with your camera, then turn it into an interactive document.
Every time you open a PDF, Acrobat will scan it and make text searchable using OCR. Editing tools are second to none, and you won’t have to worry about the weird formatting issues seen in free solutions like LibreOffice. A clear differentiation between edit and view mode means you won’t accidentally screw up formatting while trying to fill out a form. If you can afford it, you won’t be disappointed.

Editing PDFs With PDF Expert
In short: An affordable single-license premium PDF editor that lacks some creative tools, but plays nicely with most PDF files.
Readdle’s PDF Expert is a premium tool, but it’s a one-off purchase. For $60 you’ll get a competent editor that allows for proper PDF document editing that’s a step above what Preview offers. Unfortunately PDF creation from scratch isn’t an option here, and a few of the editing tools leave something to be desired.

Forget the Other PDF Editors
I tried a fair few PDF editors while coming up with this list, and Adobe Acrobat Pro DC was probably the best solution. Windows users can use apps like Nitro and Foxit for common PDF tasks, but the scene is a little more limited on a Mac. In particular, look out for fake landing pages masquerading as official websites, especially if they suggest using a third party “installer” app for downloads.

macOS provides a free but little known utility to modify your PDFs. Not to edit text, but to change the size. Try the ColorSync Utility. It can open PDFs and apply filters to it to reduce the size significantly. Tip: do not the standard “Reduce size” but construct your own filter. Then open a PDF with ColorSync Utility, apply the filter and “Save As..” the result.

Create PDFs from Almost Any App

To save as a PDF, head to the File > Print dialogue. In the bottom left corner should be a dropdown box that reads PDF. Click on it and choose Save PDF or one of the other options (like Open PDF in Preview) to create a PDF document.
Some applications may not display the PDF drop-down menu, but you can usually find it under the Print Settings or similar menu. You can even use some apps to “convert” supported filetypes to PDF. As an example, Preview can open .DOCX Microsoft Word files, just head to File > Print > PDF to convert.
Preview can also open the following filetypes: AI, BMP, DNG, DAE, EPS, FAX, FPX, GIF, HDR, ICNS, ICO, JPEG/2000, OpenEXR, OBJ, CR2, PS, PSD, PICT, PDF, PNG, PNTG, QTIF, RAD, RAW, SGI, TGA, TIFF, XBM, PPT, and STL.
Merge & Reorder PDF Documents
You can use Preview to merge PDF files, and re-order pages. To merge, simply open two or more PDF files with Preview by selecting them (using command+click) then double clicking to launch Preview. Next enable thumbnail view under View > Thumbnails, then click and drag to reorder the pages as you see fit.
To merge two files, simply drag the pages of one document into another and hit save or command+s. You can undo any of your changes using the Undo tool by hitting command+z.
Any files you want to merge must first be in .PDF format — you can’t open a .DOCX file and a .PDF file and merge the two. You’ll need to convert the .DOCX file to .PDF first, then open it and merge as explained above.
Split Existing PDFs
There’s also the inelegant option of splitting PDFs, but it’s a bit of a hack. To isolate specific pages simply open your document, enable thumbnail view using View > Thumbnails, then select which pages you want to split into a new document using command+click.
Note: If you want to isolate single pages into new documents, you’ll need to do this page-by-page.
When you’re ready, head to File > Print and check Selected Pages in Sidebar. Click the PDF drop-down menu and save as a PDF document, send PDF to iCloud, or one of the other options there. You can then open the document and drag the pages to re-arrange them if you want.
Annotate, Sign & Edit PDFs
Apple’s Preview app also has a handy toolbox for marking up documents, or even signing your name. Not all of these tools are ideal for use with PDF documents, not all of them work quite as expected. To access the tools click on the toolbox icon in Preview’s main toolbar, or use the shift+command+a keyboard shortcut.

The sketch tool is ideal for outlining documents, drawing arrows, underlining and so on. Preview will smooth out the lines, so your circles and squiggles don’t look like a hand-drawn mess.
Shapes also work great, including the arrows and zoom feature for highlighting small text or details.
The text tool can be handy for adding notes, and works a treat.
You can also sign a document using the signature tool, which allows you to scrawl your personal mark using a trackpad (provided you have one) then place and scale it on the document.
Unfortunately the notes tool doesn’t seem to work outside of Preview, which isn’t much use to people browsing your document using their browser or another PDF reader.

So your Mac is a bit of a superstar when it comes to editing PDF documents, but this functionality is still pretty basic. If you’re going to spend a lot of time editing PDF files or creating your own from scratch, you should consider a more capable third-party tool.
Adobe’s Acrobat Pro might seem like the obvious choice, considering Adobe pioneered the format and Acrobat remains the single most powerful PDF editor on the planet. Unfortunately it’s not the most user-friendly software package, and it’s expensive too. You can “rent” Acrobat Pro from $13/month, or get it as part of the Creative Cloud suite for $50/month.
For that reason you might want to go for something a little less costly and complex, like PDFpen ($75, above). If you’re really on a budget and can live without OCR, then PDF Expert ($59, below) is another solid option. It comes with the basic text and image editing tools you’d expect to see, with solid annotation and page management features that put it just ahead of Preview.
There are many other PDF tools on the market, but these three are probably the best tools for the job depending on your budget. While Acrobat Pro might sound like the best option, for most users PDFpen provides the right balance of features for a fair price.

Hi, could you give specific steps to splitting and SAVING a document. I have 32 pages in original and only want to save 27 in a new file. I am having one heck of a time. I would love it if you could provide step by step instructions.

Firstly, you can save as PDF in most applications, you don't have to print it. (I suspect that there is a bit difference in compression of images in the pdf between saving as pdf and printing as pdf)
Next you can merge and split pdf document very easy without printing (if you have leopard or snow leopard).
How to merge: In leopard you just open one pdf, draw the other pdf on to the sidebar, now save (cmd+s). If you have snow leopard, you have to draw the other pdf on top of the page thumbnail in the sidebar. (Or else it will just be to separated documents open at the same time).
How to split: highlight the pages you want, draw them to a finder window. end..
